    Seattle Office of Labor Standards Announces Final Administrative Rules for the Transportation Network Company Minimum Compensation Ordinance

    Seattle, WA – (August 3, 2021) The Seattle Office of Labor Standards (OLS) announces final administrative rules for the City of Seattle’s Transportation Network Company (TNC) Driver Minimum Compensation Ordinance, Seattle Municipal Code (SMC) 14.33.

    The final rules are the result of an inclusive stakeholder engagement process, and three comment periods. Stakeholder engagement included multiple meetings with drivers, driver advocates, impacted companies, and national and local organizations who focus on labor standards, mobility, and transportation issues.

    The TNC Minimum Compensation Ordinance went into effect on January 1, 2021. The new rules clarify issues raised by the ordinance. For example, the rules clarify coverage for certain trips, the application of some minimum payment requirements, and set out guidelines for deductions from pay.

    These rules go into effect on October 1, 2021 and will be referred to as “Seattle Human Rights Rules Chapter 210: Rules for administering the Transportation Network Company (TNC) Driver Minimum Compensation Ordinance, Seattle Municipal Code (SMC) 14.33.” The full text of the final rules is available on the OLS website here.
