Seattle Office of Labor Standards begins public rulemaking process for the Domestic Worker’s Ordinance
Seattle (March 6, 2019) – The Office of Labor Standards (OLS) announces the beginning of its administrative rule development process for the Domestic Workers Ordinance. The rules will clarify the meaning and application of the ordinance on such topics as the scope of coverage and liability, how breaks can be taken, and other issues not specifically explained in the law.
Last year, the City of Seattle became the first City to enact a Domestic Workers Bill of Rights, which goes into effect on July 1, 2019 and requires that domestic workers receive a minimum wage, as well as rest and meal breaks.
The rulemaking process will involve gathering feedback from domestic workers, households, other hiring entities, and community organizations. OLS will start hosting stakeholder meetings in late March and will provide translation and childcare upon request. Proposed rules will be available for public comment in late June. Final rules are expected to be announced in October and will go into effect by the end of the year.
