City Attorney Ann Davison Announces Tom Kuffel as New Permanent Chief of Civil Division in the City Attorney’s Office

    03/14/2022

Today, City Attorney Ann Davison announced that she has hired Tom Kuffel, an esteemed Senior Deputy at the King County Prosecutor’s office, to be the new Chief of the Civil Division. Kuffel’s appointment follows a robust search process over the past several months

“I am thrilled to complete my executive team by hiring Tom Kuffel, who is one of the best legal minds in our region. Over the past 28 years, Tom has earned the respect of many by handling high-profile litigation, advising elected officials, managing complex projects, and supervising legal teams,” said City Attorney Ann Davison. “I also want to thank Jack Johnson who has led the Civil Division of the City Attorney’s Office with acuity and been an unflappable acting Chief since I took office in January. He has more than earned his second retirement.”

“I am very excited and humbled to have this opportunity. It is an honor to serve as the Civil Chief under Ann Davison and help further the guiding principles of the City Attorney’s Office: justice, integrity, transparency, leadership and collaboration,” said incoming Civil Chief Tom Kuffel. “I’m looking forward to working with an outstanding team of attorneys and professional staff to carry out the important and challenging work of the Civil Division.”

Kuffel’s legal work for King County has ranged from major public works projects to elections, utilities, public records, real estate, and representation of the superior court. He will take over as Chief of the Civil Division at the beginning of April.
